نحن الموقعون أدناه، مجموعة من الجمعيات اللبنانية غير الحكومية وناشطين، اجتمعنا بدعوة من "أوعا"، للبحث في المشاكل السياسية التي يعاني منها المجتمع اللبناني وحاولنا ايجاد حلول لها من أجل وضع حد للنزاع السياسي وبغية انهاء الجمود الحاصل بين مختلف الفرقاء اللبنانيين. ان هذه الوثيقة موجهة للسياسيين والنواب والوزراء ورؤساء وقادة الاحزاب وهي تطرح مطالب العديد من المواطنين والجامعيين والمهنيين والتلاميذ والناشطين من المجتمع المدني.
انّ التحالفات القائمة بين مختلف التيارات السياسية فى الموالاة والمعارضة تدّعي وجود برنامج سياسي محدّد لدى كل منها، الاّ ان ايّ منهما لم يقدم الآلية المقترحة لتنفيذه. وانّ عدم الاعلان عن هذه الالية يتيح للقادة السياسيين الهروب من مسؤولياتهم تجاه المجتمع ويضاعف عجز الطرفين عن فهم بعضهما واستيعاب مواقف وآراء الفريق الآخر، مما يعني استحالة بدء الحوار بين الفرقاء اللبنانيين، وهذا ما يرفضه المواطن والمجتمع المدني.

We, the undersigned civil society organizations, activists, and concerned citizens, have been meeting over several months at the initiative of Ouwa, a network of Lebanese NGOs, to explore and identify solutions to the political deadlock in Lebanon. This paper reflects the demands of civil society organizers, academics, professionals, students and activists to all politicians, members of parliament, ministers, and other political leaders.
Both the government and opposition coalitions claim broad platform goals but neither has yet articulated a detailed policy to achieving them. This lack of information has enabled the political leaders to avoid accountability to the public and has compounded their inability to understand each other's positions, leaving an indefinite starting point for dialogue. This is unacceptable.

Nous, soussignés, organisations, activistes et citoyens concernés de la société civile, sommes réunis depuis plusieurs mois à l'initiative de Ouwa, un réseau d'ONG libanaises, afin d'explorer et d'identifier des solutions à l'impasse politique au Liban. Ce document reflète les exigences et réclamations d'organisations, d'universitaires, de professionnels, d'étudiants et d'activistes de la société civile, adressées aux politiciens libanais, membres du Parlement, ministres et autres chefs politiques.
Tant la coalition gouvernementale que celle de l'opposition prétendent avoir une plate-forme d'objectifs, mais à ce jour, aucune n'a articulé un programme détaillé qui permettrait de réaliser ces objectifs. Ce manque d'information a permis aux responsables politiques d'éviter de rendre compte au public et a renforcé leur incapacité à se comprendre, laissant le point de départ du dialogue indéterminé. Ceci est inadmissible.
